This tier list is built for Helldivers 2 version 7.0.2, the Devoid of Liberty hotfix Arrowhead shipped on August 25, 2026. It ranks stratagems for difficulty 7 and up, where heavies arrive in numbers and a wasted cooldown gets people killed. The rankings are opinion: every balance change and number below comes from Arrowhead's official patch notes, but where a pick lands in the table is a judgment call about how well it works for a typical four-player squad.
01What changed for stratagems this patch
The Devoid of Liberty 7.0.0 patch notes kept stratagem balance light, but the changes matter. The Eagle Napalm Airstrike's explosion radius went from 8 to 10 meters with a wider bomb spread. MD-17 Anti-Tank Mines got more demolition strength (30 to 40), and Arrowhead says the goal is to let them break colony walls and bug holes from outside. The biggest quality-of-life change is assisted reload: it now works if either the wielder or the helper carries the ammo backpack. The 7.0.2 hotfix only fixed crashes.
Most of the current meta comes from the Machinery of Oppression 6.3.0 update in June. It raised Orbital Railcannon Strike damage from 7,500 to 10,000 and made Eagle 110mm Rocket Pods heavy armor penetrating. It also buffed the Precision Strike, 380mm, Walking Barrage and 120mm barrages, doubled the health of every sentry and cut exosuit cooldowns from 10 to 8 minutes. Those numbers drive most of the rankings below.

08Best picks per enemy faction
Terminids
Take Eagle Napalm Airstrike or Orbital Napalm Barrage for breaches, a Quasar Cannon or Recoilless Rifle for Chargers and Bile Titans, and a Supply Pack or Guard Dog. Flamethrowers are worth a slot, because flame makes small bugs panic. MD-17 Anti-Tank Mines are now worth testing against bug holes. When a Hive Lord shows up, bring stacked orbital damage, because Arrowhead says even the buffed Railcannon won't one-shot it.
Automatons
Take the Autocannon with a Shield Generator Pack or Ballistic Shield Backpack, plus Orbital Railcannon Strike and Eagle 500kg Bomb. Rocket Pods now handle Hulks and Tanks well. For Vox Engines, 6.3.0 cut their health to 9,000 and limited them to three active at a time, and the Railcannon was buffed partly to deal with them.

Illuminate
Voteless and Fleshmob hordes call for a Stalwart or Heavy Machine Gun, Orbital Gas Strike and a Flame Sentry. Bring a Quasar or Recoilless for Harvesters and piloted constructs like the Veracitor. Inside the Void, the new Crusher regenerates unless you keep damaging it, so pick weapons with steady, sustained damage over single slow shots. A Ballistic Shield still blocks Veracitor melee, but since 7.0.0 it knocks you over and breaks after around 15 direct hits.
Build a squad loadout in six steps
- 1Confirm whether your operation is against Terminids, Automatons or the Illuminate before you open the loadout screen.30 sec
- 2Make sure at least two squad members bring an anti-tank option such as the Quasar Cannon, Recoilless Rifle or EAT-17.
- 3Slot the Orbital Railcannon Strike or Eagle 500kg Bomb for Bile Titans, Hulks, Harvesters and other heavies.
- 4Bring Eagle Napalm Airstrike, Orbital Gas Strike or a sentry to handle breaches, bot drops and Voteless waves.
- 5Spread Shield Generator, Supply and ammo backpacks across the squad instead of doubling up.
- 6Put a backpack-fed weapon next to a teammate so either of you can assist reload under the 7.0.0 rules.
Most useful stratagems unlock early: Arrowhead's level-cap announcement says the gear that matters for your loadout unlocks by around level 25. The September 22 Ironclad Democracy Warbond adds a G-60 Anti-Tank Seeker grenade and a Surplus EAT Allocation booster that gives two free EAT uses per mission.
