Paradox Interactive has set a release date for Willpower, the next major expansion for Stellaris, confirming it will launch on PC on Monday, November 23, alongside a free update that reshapes how empires spread their beliefs across the galaxy. The studio detailed the date in an October 21 press release and has followed it with a run of developer diaries fleshing out the new mechanics, including one published October 29 that dives into the expansion's more aggressive playstyles.

01Willpower and Update 4.6 Arrive Together on November 23

Willpower launches on the same day as Stellaris 4.6 "Corona Borealis," a free update that every player gets regardless of whether they own the expansion. The DLC itself is included in the Stellaris: Season 10 Expansion Pass, or it can be purchased on its own for $24.99 through Steam and other storefronts. Developer Paradox Development Studio and expansion studio Abrakam have spent the past several weeks publishing dev diaries that unpack the new systems piece by piece, culminating in last week's release-date reveal trailer.

The timing puts Willpower roughly four months after the Nomads expansion, continuing the Season 10 cadence Paradox laid out earlier this year. If you track every Stellaris launch alongside console and Steam patch cycles, this is the next major content drop to plan around.

TipIf you already own Stellaris, update 4.6 "Corona Borealis" lands free on November 23 even if you skip the Willpower expansion itself — the Ideology framework it introduces still affects every empire you play.

02Ethics Become Ideologies You Can Spread to Rivals

The headline change in Willpower is a rework of how Ethics function. Instead of staying a purely internal trait, your empire's guiding principles become an Ideology that can be projected outward and imposed on neighbors. Paradox says Ideological Reach spreads through Starbases, Hyper Relays, and purpose-built Ideological Beacons, and that populations under sustained exposure can radicalize into fanatical factions that destabilize a rival government from the inside.

That reach isn't free. Maintaining it costs Ideological Momentum, and letting momentum lapse risks internal uprisings demanding stricter adherence to your own stated ideals — a tension Paradox is pitching as the expansion's core balancing act between expansion and internal stability.

03Warmongers Brings a Combat-Focused Civic to Fanatic Militarists

An October 29 dev diary detailed Warmongers, a new Fanatic Militarist Civic and one of two pre-scripted empires built to show off the expansion's more confrontational side. The core idea is blunt: challenge empires stronger than you and you're rewarded, while staying at peace or picking fights with weaker opponents carries a penalty. Warmongers also unlocks a new living standard called Defect Filtering and a set of military-themed Pop Strata tied to mandatory service, so even idle population contributes to the war effort.

The same diary confirmed that the long-standing Impose Ideology casus belli now works differently under Willpower: winning that kind of war forces the loser to adopt your official Ideology outright, provided you've adopted one yourself. The previous effect — changing a rival's Authority or Ethics without the ideology requirement — still exists, just renamed to Overthrow Government.

04Ideological Clashing Turns Rivalries Into a Tug-of-War

Where two empires' Ideological Reach overlaps, Paradox is introducing a mechanic called Ideological Clashing: a contest that, counterintuitively, strengthens both sides' convictions the more they push against each other. Juggling several opposing Ideologies at once can make your own stronger still, and empires can formally declare an Ideological Rival to sharpen that competition into a dedicated diplomatic track, complete with its own events — some flattering, some not, depending on how your Ideological Momentum is trending.

05Golden Generation Lets You Engineer Your Empire's Future Leaders

Willpower also adds three new Origins, and the one Paradox has detailed most fully so far is Golden Generation, available to any Ethic. Choosing it builds a Golden Academy on your homeworld that trains a single generation of elite leaders from childhood, with their progress tracked in the Leader panel until graduation. Along the way, you're presented with formative decisions — the dev diary is blunt that the Academy's professors see manipulation as a necessary tool — that shape each leader's traits and can echo in consequences much later in their careers.

Because Golden Generation only ever produces one cohort, you'll eventually have to decide what happens to the Academy itself: keep it running at reduced capacity for ongoing benefits, or repurpose the building entirely. The other two new Origins, Lost Makers and Great Mosaic, are confirmed for the expansion but haven't had a dedicated dev diary yet as of this week.

06Galactic Halls Project Influence Beyond Your Borders

Ideological Reach needs physical infrastructure to project outward, and that's the job of Galactic Halls — relocatable megastructures that become researchable once an empire adopts an Ideology and builds up enough Ideological Strength. Each Ethic gets its own Hall model, Halls can be built around any celestial body rather than only colonies, and they can later be moved to a different system to push your Ideology toward a contested border. Paradox frames the whole system as feeding into a new "Force of Will" victory condition built around converting the galaxy to your cause and defeating the Fallen Empires along the way.

07What Else Is in Update 4.6 "Corona Borealis"

Separately from the paid expansion, Paradox has already pushed a Stellaris 4.5.3 "Cygnus" open beta onto the stellaris_test branch, trimming several resource-harvesting buildings to one per planet, adjusting how Hedonist Pops consume amenities, and fixing a string of district-specialization and Tankbound-origin bugs. None of that is Willpower content, but it signals the kind of balance pass Paradox typically folds into the free update that ships alongside a paid expansion — in this case, 4.6 "Corona Borealis" on November 23.
